Part 1: Introduction and Interview

Q1: Do you recycle? What kinds of things do you recycle?

A: Absolutely. Although I don't consider myself an addict, I can't properly function (正常运作) without my laptop or smartphone. I use them for everything, from checking emails and messages to paying bills (付帐单) and shopping online. We're now experiencing the influence of the computer age that has made it impossible to ignore the cutting-edge (最新的) technologies.

Q1: What do you do to help our environment?

A: Well, a lot of things, actually. First of all, I don't litter (乱丢垃圾). Also, my family and I try to buy only environmentally friendly goods whenever we can. And finally, I try to save trees. I print on both sides of every sheet of paper I use and recycle (回收) it when I finish using it.

Q2: Have you ever participated in any environmental events?

A: Yes, I have. Last year, I participated in an event in my hometown, which was all about preserving (保存) nature. We were taught about the greenhouse effect, and I learned about many endangered species (濒临绝种生物) in the world.

Part 2: Individual long turn

Describe an environmental problem that has occurred in your country.
You should say:
  • the cause of the problem
  • what effects it has had on your country
  • the steps, if any, that have been taken to solve this
and explain why you think this problem is so important to solve.

OK, I'm going to talk about an environmental problem in my country. The most serious problem at the moment is flooding (淹水). This is starting to happen every year, and each year it seems to get worse. It may be caused by a number of factors (因素). Firstly, there has been a lot of deforestation (砍伐森林). When it rains, the water has nothing to soak it up, so it just runs down the mountains and into the villages and towns. Another factor may be global warming (全球暖化). Scientists believe that this is causing more severe weather (极端气候), so this may account for the increasing amount of rain that we have.

Flooding has had serious effects on my country. It has made thousands of people homeless. Several hundred people usually die each year as well. The flood starts in the central part of the country and goes down to the sea, so it affects many towns and the capital city. This also has repercussions (负面影响) for the government as they have to spend a lot of money managing the disaster each year.

The government is trying to tackle (处理) the problem, but it is not easy. They are trying to stop deforestation. They are also building walls along major rivers to stop them from overflowing (泛滥). Another thing they are doing is improving their response systems (应变系统). In most towns, there is now a government organization responsible for coordinating relief operations (救援措施) and making sure they are prepared in advance.

I think flooding is a top priority to solve because it has such devastating (毁灭性的) impacts. It causes suffering (折磨) for so many people, and it is a huge expense for the government. Because we are not a rich country, other services suffer because of a lack of money. My country has other problems, but I think flooding is by far the worst.

Part 3: Two-discussion

第三部分为「双向讨论题」。考官和考生将针对某个话题进行广泛和抽象的讨论。

Q1: Why do some people not consider environmental problems to be serious?

A: I think there are several reasons for that. In some cases, it is simply because people are not affected on a day-to-day basis, so it does not concern them. They just see it on the news affecting other people. It does not mean they do not care, but they will forget about it soon. Also, some big organizations can be responsible for spreading wrong information. For example, oil companies have a vested interest (既得利益) in making sure people do not believe in global warming as it could affect their profits, so they play down the issue. Also, some people think as most environmental problems are long-term process, they will be dead by the time they will be affected, so they think the problems are not important.

Q2: Do you think that governments around the world are doing enough to tackle environmental problems?

A: No, I don't think they are doing enough. Some countries do what they can do help their people when problems happen, and they try to come up with measures (措施) to mitigate (减轻) the effects. However, when it comes to major issues such as global warming, most countries are not being proactive (积极的). We see time and again that no agreement can be made on how to reduce carbon footprints (碳足迹). This is usually because governments know that to make a serious reduction in CO2 emissions (排放), they will have to sacrifice economic growth, and they are not prepared to do this. Governments think very short-term. They know that if there is economic decline, then they will be voted out.
